Hi,  LiPos should be stored at approx 40% charge for maximum life.  That means every cell.  So balancing is very much a part of this requirement

So does anyone know of a charger/device where with a couple of finger pushes I can command a balance charge/balance/discharge cycle at a fast rate?

Sorry, but after more than ten years experience with a large number of LiPo packs from 70mAh to 6000mAh and 1S to 6S, with many packs still fully active dating back to that far that have never ever been "Storage Charged", IMO that is overthinking a problem that in the main fails to exist!

Most modern chargers have a discharge facility, Just discharge or indeed charge to about 3.8V per cell. Some chargers have a program to charge/discharge as necessary to the storage charge point.
Having said that I have to say I agree with the last poster.
Basic Research is what I do - when I don't know what I'm doing!.
